The Ministry of Health and Human Services aims to promote the health of all southwest state of somalia, contributing to the federal Ministry of health, and development partners, has achieved substantial progress in improving health systems and sustaining the implementation of the integrated EPHS.
Despite the fact that the 2009 EPHS has led to significant advances in the delivery of health care across various regions and states, its implementation has been fraught with difficulties. The country also learned from the execution of HSSP I (2013–2016) and HSSP II (2017–2021), as well as the many system changes now underway, including as the revised National Development Plan and the UHC Roadmap. The EPHS 2020 is anticipated to alleviate the burden of illnesses that cause high morbidity, mortality, and disability among Somalis, notably women, children, internally displaced persons (IDPs), and the elderly.
The Ministry of Health, in collaboration with its agencies and stakeholders, intends to promote human capital by developing and implementing proactive policies that will ensure increased health and vitality. The COVID-19 pandemic has also emphasized the necessity to enhance critical public health functions in order to lead the health sector’s growth.
MOH’s Mission
Ensure the provision of quality essential health, nutrition and WASH services for all people in Southwest state of Somalia , with a focus on women, children, and other vulnerable groups and strengthen the national and local capacity to deliver evidence-based and cost-effective services based on the EPHS and Primary Health Care Approach.

Our strategic directions
The vision, mission, goal, values and principles are derived from the Somali Health Policy and the National Development Plan for the Federal Government of Somalia. They intend to contribute to the achievement of the national development goals as well as the realization of the health-related SDGs.
- Supervising activities of state hospitals, dispensaries, private clinics, health centers /PHCs, district and sub-district hospitals as well as nursing homes.
- Managing national preventive and promotive health programs
- Managing relations with international institutions in the health sector, as well as of internationally financed programs in the area
- Establishing and ensuring quality health services delivery
- Development health polices and implement them
- Provide technical support supervision, monitoring and evaluation of health infrastructure, pharmaceutical and curative services
- Capacity building and training of health care workers
- Respond and coordinate epidemics and emergencies, in collaboration with other departments and sectors
- Design, develop, issue and disseminate standards and guidelines to all levels of health care including the private health sector
- Provide all aspects of family and primary health care with a strong focus on maternal and child health as well as nutrition
- Establish out-patient services and include nomadic, IDP and community level initiatives in toother more regular schemes
- Manage midwifery school in Baidoa
- Perform additional duties and responsibilities as required by the SWS development plan and changing or emerging circumstances.
